About the Role:
Fortress Recruitment is proud to partner with Enfield Council to recruit a Construction Project Manager within their Environment & Communities Department, supporting the Construction, Maintenance and Facilities Management (CMFM) team.
This is a temporary part-time role (3 days per week) with hybrid working, including onsite meetings as required.
As Construction Project Manager, you will play a key role in delivering an ambitious £100m+ capital programme over the next five years, supporting the council’s wide-ranging £1bn+ property portfolio — including commercial, industrial, retail, office, cultural, and leisure assets, as well as future development and regeneration projects.
Key Responsibilities:
Lead the delivery of complex construction projects, typically ranging from £750k to £10m in value.
Manage projects across various sectors, including corporate buildings, education facilities, and community developments.
Define project scopes, develop strategies, procure contractors/consultants, and ensure successful project delivery.
Collaborate with a variety of internal teams and external stakeholders to meet business-critical objectives.
Ensure compliance with Health & Safety regulations, including CDM Regulations.
Manage budgets, timelines, risks, and project governance effectively.
Oversee public sector procurement processes in line with statutory requirements.
About You:
✅ Chartered professional status is essential – CIOB, RICS, or APM.
✅ Proven experience managing complex construction projects from concept to completion.
✅ Strong knowledge of Health & Safety legislation including CDM Regulations.
✅ Experience with public procurement and understanding of relevant contractual frameworks.
✅ Excellent stakeholder management skills with the ability to engage across departments and external partners.
✅ Adaptable, collaborative, and committed to delivering high-quality results in a public sector environment.

To succeed in this role, you will have significant experience of managing complex construction projects, have broad knowledge of health and safety law including the CDM Regs, and have experience of public contracts procurement. It is an essential requirement that you are a chartered member of CIOB, RICS or APM.
