ob Title: SEND Tribunal and Complaints Officer Directorate: Children’s Services Service Area: Special Educational Needs and Disabilities (SEND) Work Style: Agile and flexible working conditions Location: Westminster City Council (with partnership work across The Royal Borough of Kensington and Chelsea) Reports to: Principal Manager for SEND Assessment Direct Reports: None The Role As a SEND Tribunal and Complaints Officer, you will play a pivotal role in ensuring Westminster City Council meets its statutory responsibilities in relation to Special Educational Needs and Disability Tribunal (SENDIST) appeals. You will lead on the case management of appeals and formal disagreements, working closely with Legal Services, SEND teams, and multi-agency partners to represent the Local Authority in legal settings. You will be instrumental in reducing the number of tribunals by promoting early resolution, supporting reflective practice, and embedding solution-focused approaches across the local area partnership. This role requires a deep understanding of SEND legislation, excellent communication skills, and the ability to manage complex, sensitive cases with professionalism and empathy. Key Responsibilities Lead the case management of SENDIST appeals, ensuring timely and effective responses. Represent the Local Authority at tribunal hearings, defending the appropriateness of proposed service provisions. Promote early resolution by attending and advising on resolution meetings with families and professionals. Act as the main point of contact for families, schools, legal representatives, and other stakeholders involved in appeals or mediation. Prepare comprehensive case bundles and ensure all documentation is submitted within statutory timescales. Support and advise witnesses to ensure they are well-prepared for hearings. Maintain accurate records and provide regular reports to inform service improvements. Manage the SEND Tribunal inbox and coordinate communications with relevant teams. Obtain costings from education providers and other services to support the appeals process. Lead on workforce development by supporting training and reflective practice across the SEND team and wider partnership. Engage with schools and agencies to promote best practices in assessment and person-centered planning. Strong partnerships with internal and external stakeholders, including health and social care. High-quality, legally compliant casework that reflects best practice and current legislation. A confident, knowledgeable workforce equipped to manage complex SEND cases. Experience and Skills/Essential Experience: Minimum 2 years as a Local Authority representative. At least 5 years’ experience working in a legal or tribunal-related environment. Senior-level experience in SEND casework. Proven ability to build effective relationships with families and professionals. Key Skills: Excellent written and verbal communication. Strong organizational and administrative skills. Commitment to continuous service improvement and user feedback. Qualifications and Knowledge Degree-level education or equivalent professional experience. In-depth knowledge of relevant legislation: Children and Families Act 2014 SEND Code of Practice (0–25) Care Act Mental Capacity Act Understanding of equal opportunities and safeguarding in education.
