Role Overview
The London Borough of Hackney is seeking an experienced and ambitious Major Projects Planner to join its high-performing Development Management team.
This is a senior role for a planner who thrives on complexity and wants to make a tangible impact on one of London’s most dynamic and diverse boroughs. You’ll lead on some of Hackney’s most strategically significant planning applications — shaping major developments from pre-application through to appeal and ensuring schemes deliver meaningful community benefits.

Key Responsibilities

Lead on complex and major development projects, managing cases from inception to appeal.

Negotiate with developers and stakeholders to secure community and financial benefits via S.106 agreements.

Provide expert planning advice across the Council and represent Hackney at committees, inquiries, and public forums.

Prepare and present high-level, complex planning reports for senior management and Members.

Mentor and support junior staff, contributing to a high-performing, customer-focused team culture.

Ensure all planning decisions comply with statutory, policy, and procedural frameworks.

Support the delivery of timely, effective, and inclusive planning outcomes aligned with Hackney’s growth strategy.
Essential Skills & Experience

Postgraduate qualification in Town Planning (or equivalent).

Chartered membership (or eligibility) of the RTPI.

Minimum 5 years’ experience in Development Management, with significant exposure to complex or major applications.

Strong knowledge of planning law, policy frameworks, and Environmental Impact Assessments.

Proven ability to negotiate complex applications and secure S.106 agreements.

Excellent written and verbal communication skills with confidence presenting at committees and inquiries.

Experience mentoring and supporting planning officers within a team environment.

Skilled in managing large, demanding workloads with minimal supervision.

Proficient in planning IT systems (e.g. Word, planning databases, GIS).
